Much like Gisborne, as mentioned on the prior page, this reflects the part of the cycle Whanganui is in, having only just exceeded the average value of properties at the prior peak in 2007, while the other centres are 20-40% above their prior peak. New Plymouth has mostly had the better of this growth cycle with lower proportions of loss-making sales occurring, after not faring quite as well in the late 1990s and early 2000s. 1997 2002 2007 2012 2017 0% 10% 20% 30% 40% 50% Hastings District Napier City New Plymouth District Palmerston North City Whanganui District Q2 2017 Q1 2017 Hastings District 1.5% 2.1% Napier City 2.1% 1.9% New Plymouth District 1.8% 1.8% Palmerston North City 1.3% 2.2% Whanganui District 10.7% 11.9% Proportion of total resales at a loss Main Urban Areas Lower North Island
